Social impact bond blueprint and scaling up handbook for governmental job creation program for disadvantaged women
Client Challenge
A government ministry had completed the pilot phase of a social impact bond for a job creation program for disadvantaged women and wanted our help to record its blueprint in a manual to support its replication and scale up across Europe.
VfG Contribution
- Through interviews, workshops and field visits, reviewed the implementation steps and success factors of the social impact bond and training and counselling intervention on the employment of disadvantaged women
- Developed and visualised the programme’s blueprint, incorporating lessons learned from the pilot including detailed process steps in setting up the SIB and implementing the job creation programme
- Proposed and compared different options to scale up the programme in Europe
- Compiled findings in a visually compelling and easily readable handbook
Impact on Client & Society
- As a result of the handbook, the successful project will have greater chances to be replicated elsewhere – avoiding costly trial and error
- The handbook enables the concept of Social Impact Bond to be spread across public sector entities in Europe and to gain greater acceptance as a financing mechanism.
